1998 Toyota Camry HORN WONT TURN OFF, PARK LIGHTS ON

My car got flooded and right after the park lights came on and the horn wont turn off. it's a constant horn and I can only make it stop by taking out the fuse. The car starts and runs fine, but I have to disconnect the battery when I go to work or to the store, etc. so that the parking lights dont drain the battery. ANY ADVISE???
