1995 Toyota Camry engine warm and cold idle problem

I just had an engine swap into the camry and it ran great. The only two things are the cold idle rpm seems low and rough and when the engine is warm the idle is high at 1000 rpm. Is it the idle valve controller? Does it need to be replace or I can used from my old engine which worked just fine. thanks you
