1994 Toyota Camry power steering?

Steering problem
1994 Toyota Camry 6 cyl Front Wheel Drive Automatic 225k miles

when backing up or slowly moving when i turn the wheel i hear a very loud screech or squeal come from under the hood. mostly happens when i'm backing out and making sharp turns slower than 5mph. i've checked the drive belt and its tension is good and i just bought the car about 3 weeks ago and i've had this problem about a week after i bought it. i do know i need new tires but i don't think that's got anything to do with it.. could it just be that my pump is going out? any help would be much appreciated.

It is most likely power steering squeaks. Locate the P/S reservoir and look at the color of the fluid. It should be dark red, just like your transmission fluid, because they are the same fluid. If it is not the same color, you may want to consider draining and refilling with ATF Dexron III.

the power steering fluid is right on level and its a orange-ish color

That is wrong fluid. You should use Dexron III ATF for the P/S. It is also printed on your P/S cap.

I would suggest that you perform a P/S fluid flush.
