1994 Toyota Camry Cooling fans inoperable

My 1994 Camry is overheating. I ran it for 15 min and the temp guage went in the red. Watching the radiator cooling fans, I noticed that at no time did they turn on.
I disconnected the plug to each fan, and hot wired them individually to the battery. When I did this the motors spun and the fans worked perfectly.
What should my next troubleshooting steps be? There is a cable that runs next to the driver's side cooling fan and plugs into the bottom of the radiator. I've also read about a relay but don't know its function or where it's located.
