1993 Toyota Camry Front End

Hello for awhile when I was turning left or right you would hear a little clicking sounds. Then one day while on highway my steering wheel began to shake badly and tires were wobling. I had to drive home very slow and made it.. Is this my CV boots I think? And If I do myself how hard is it and what tools are needed? And to repair myself what should be an average cost?
