1991 Toyota Camry cooling fans do not come on

For as long as I've owned the car my cooling fans come on like clock work . I turned my car off and my fans ran for 30 minutes straight and did not shut off. So we took out the fan relays under the hood in the box located next to the battery. They were croided so we cleaned them and put the relays back in . They fans did not come on again. We replaced the relays with used relays . The fans still have not came on at all . My car is not registering hot although when I raise my hood the car smells hot and feels hot , & there is a ticking noise as if its hot .Please respond asap as this is my only transportation to and from work . Thank You

engine coolant temperature sensor is the most likely culprit here
