1990 Toyota Camry tail lights dont turn on

I just need to know where. The fuse is to see if that's the problem I don't have the cover to the fuse box and I don't think a fuse is blown in the box under the dash.

Did you check your break lamp fail relay? This is pretty common on this year camry. It can also be the break lite switch under the break paddle
