1990 Toyota Camry consistent noise when driving

We have a 1990 toyota camry, manual transmission. When driving there is a noise that is proportional to the speed of the wheels vs the speed of the engine. At very slow speed you don't hear it but once past about 15mph, it is noticeable. The tires seem to be in round. Tires were rotated and the sound did not seem to change. Can't seem to locate the sound, if front or rear, right or left. Car handling seems normal; only thing that alarms you is just the sound.

Could be the drive axles CV joints/boots have it checked out
