You told somebody they could change the 2 power steering lines thier self on an 02 avalon with average tools and that the difficulty was like your dad said, its just nuts and bolts.
I am currently changing out a steering rack which is a bit more difficult, but i can not see the average Joe doing the lines with out major screwups etc. etc. It takes some major ti-chi to even get a wrench in thier to get started!
