fuel filter installation

After bolting a new fuel filter on to the firewall and reattaching the bottom inlet bolt to the filter, is it necessary on the top oulet banjo bolt to have one of he two holes on the shaft of the banjo bolt be aligned with the hole in the circular fitting which feeds the gas into the engine when I tighten the bolt down?

No. It does not matter where the holes are after torquing.

If you try to do it, either you will over or under torque it.
