Engine Overheating

I have a 1995 4Runner SR5. It is 4WD with a 22R and a 5 spd. Recently, temperature gauge showed nearly in the red without any warning. I have flushed radiator and replaced thermostat but the problems persists. There are no problems with hoses and no leaks from the water pump or the radiator. I noticed that the external fan on the front of the radiator does not seem to come on. Is this fan supposed to be a supplemental cooling aid? What should I do?

There's 2-fans 1-for the engine and 1-for the AC which 1 is not coming On.

Also check your coolant temperature sensor. This one tells the computer to activate the relay and then to the fan motor. Also a temperature switch could also be involved here.
