2000 Toyota 4Runner Shaking at 30 mph

I recently replaced my brake pads and shortly after I was getting shaking at high speeds 50-70 mph. So after about a week or two of this, I replaced the rotors. Braking at high speeds improved greatly, no more shaking. But, now I am getting shaking at around 30 mph. I wonder if the new pads I originally put on developed a groove in them from the old rotors and is now causing the shakes at 30 mph. Any advice or thoughts? Do you think getting some new pads to match the new rotors would work?

THe brakes are fine. I would check tire balance, check the tires for belt shift or a bent wheel. Also, make sure the tires have worn evenly.
