My very well taken care of 98 Toyota 4Runner has been smog tested 4 times and it won't pass. It is just barely not passing - Replaced Air Filter, and all spark plugs.. It got CLOSER to passing but STILL WON"T PASS... DO I REALLY HAVE TO get a new catalytic Converter?? Or can I try something else less expensive. My uncle and I do all the labor on my car in his shop - just looking for a second opinion so I don't have to spend SOO much money. HELP - Thanks!

Well the thing is, the first time they messed wit it to get it to pass I ended up passing one section but failing the other it was like 56 when it needed to be 36 or below I believe. But then I changed my spark plugs and got it tested again and it seemed to do worse and failed both sections with my #'s being in the 60's I don't understand how that could be.. I will grab my last results after spark plugs and air filter and post here today.. Thanks for the help!
