1997 Toyota 4Runner Turning off and removing the keys

Many times when I stop the car I cannot shut the car all the way off and take out the keys. I can go back in an hour or 2 and turn off the car no problem. What is causing this and what can I do about it. I purchased new keys from Toyota because I thought that may help. It did not. Also the brakes on this car need to be replaced every year and they smell as if they are burning. Yes thye get very hot. It is just the front brakes that are like this. Please help me.

When it is difficult to remove the ignition key, it most probably is caused by the interllock system.

You need to check/adjust the solenoid at gear shift to ensure it is returning fully to enable the removal of the key.

The brake wearing off fast and hot after running could be due to improper brake pedal to power booster clearance. With insufficient clearance, the brakes are partially engaged.
Another possible reason are the brake calipers are stuck or the slider bolts are seized, This would result in poor braking efficiency and rapid pads wear.
