1996 Toyota 4Runner Key getting stuck in ignition

Ignition starts and turns vehicle off w/ no issues. Upon turning vehicle off, the key does not want to leave the ignition. It takes much jiggling to get to full off position where key can be removed. I had a new key cut but did not solve prob.
What is my next step of diagnosis?

try lubricating lock cylinder with WD40 and work in the oil good with the key. if that doesn't help then most likely there is a fault with the shift interlock system.
