1995 Toyota 4Runner Engine idle problem

While searching for a oil leak after having the heads done (Again) I discovered that the engine idles at 1000 RPM then drops to 750 when you take the oil cap off to add oil. Put the cap back on and up 1000 again.
I assume that I have an ERG valve or something in the smog plumbing not working. It may also be the cause of the oil leak (pressure building up in motor). Any suggestions would be appreciated. I don't want to bug my mechanic as he did the work as a favor, saving us about 6K other wise the car runs great. Thanks for any help. Mel Bentley

Inspect and test the positive crankcase ventilation system, the IACV and adjust for minimum air also check the TPS.
