1993 Toyota 4Runner code 25 and 26

code 25 and 26 , i have already replace the 02 sensor and the water temp sensor , i still have the same problem after clearing the code , i ahve also check the cold start injector reading ,02 sensor reading it seems to be working , engine runs rough and sluggish , I'm thinking about giving it a complete tune up , cap ,rotor, plugs , wires ,and also maybe the engine computer, please help any advice i will appreciate it , thank you
