1992 Toyota 4Runner water in the intake

I have a 91 or 92 4 runner, never can remember which. reciently i blew a heater hose. I repaired that and after that the truck would run rough on start up and have alot of whit smoke in the exhaust. after a few minutes it would usually run fine but i was loosing water. I would have to fill the radiator every few days but no visible leaks. originally thought it was a head gasket but ther is water in the plentum. ther is a small water hose going from the intake to the bottom of the throtle body. there appears to be a sensor or valve of some kind at the end of this hose on the bottom of the throttle body. what is this and what does it do. Is it possible this is letting water in the intake ?

The only thing I see around there within the intake manifold that has to do with coolant is the water bypass outlet
