most of the time, they should slide off... in your case, your going to need to convince it a little... spray some pb blaster on it, let it soak... your going to need 2 flat head screw drivers, or small prybars... grab behind the pulley, and work it off the crankshaft... place rags behind the screw drivers to prevent damage to block... hope this helps ya...

i wouldnt reccomend using a torch unless u have tried every other possible way... and if u do end up heating the pulley to get it off, throw it out... once super heated, they are no good... try using a small 2 arm puller... there may be just enough room behind the pulley to grab onto, and see if u can pull it off the crank that way....if the puller can grab it, but it still wont come off, once u get a bunch of load on the puller screw, hit it with a hammer to "shock" it... this sometimes will loosen up a stubborn pulley...
