Torque specs for valve cover gasket replacement needed?

Hi,
If you look at the attached picture below, it provides the torque specifications and the tightening sequence.
When you tighten these, it is a two-step process. First, you will tighten them to approximately 3.5 ft/lbs and then a second pass to approximately 7 ft/lbs.
