Torque of cam sprocket?

I’ve torqued the 3 cam sprocket bolts to 18 foot pounds. I try and turn crank it won’t turn. I loosen cam sprocket bolts snug them up and it turns fine? Why could it be when I torque to 18 foot pounds it will not turn? Cylinder heads are off.

I don’t know if my torque wrench is off, but I can torque the 3 bolts down to 4 foot pounds and it will turn.

So, there are many different versions of timing chain sets, if you have the wrong one then the engine will not turn over because the clearance between the cam gears the cam thrust plate is not correct.

I think I figured it out it’s got to be the new cam. I put my old cam back in and it spins fine. I laid the old one next to the new one and it’s slightly different ground in front than the old one. Got on eBay trying to save money. Can you recommend a good stock cam?
