Tops out at 3,500 rpm's and top speed of thirty mph

This sounds like your vehicle is in "limp mode". When ever something goes wrong with a system that has the potential to do major damage to your vehicle's power train components or produce excessive emissions than your vehicle will go into limp mode so you can't do any damage, but get your vehicle to a repair facility to have it fixed. After replacing the catalytic converter and O2 sensors since having disconnecting negative battery erasing the check engine codes. I no longer have any codes. It was running great went to store four miles away came out went to go back home when it went into limp mode. the only code at time was clogged catalytic converter. so is why I replaced. also while was there replaced both O2 sensors. cleaned the throttle bore. there is no knocking, no funny odors or noises no stalling. Very smooth idle even smooth when rev up engine except the fact that it limits at 3,500 rpm's. I do not have a lot of money to be changing unnecessary parts. But would love to get it running again.
