Timing Case Cover Seal

As I was putting back together the water pump installation, I knock the seal in the timing case cover and I go ahead and install the timing cover putting on a little oil on crankshaft end and I give it a finale push and the seal comes off like it was not in there good enough. so I push it back in there as best I could I never seen one do this, so I was thinking another timing cover it has been off before because I can tell. So what do you think another cover? It is leaking oil, but I do not think it is leaking it around the seal, but it just seems funny the way it just came out I have never seen one do that.
