Timing belt tensioner pivot point

and angle drill may get it other wise you need the pivot.

After I drill a hole exactly where the pivot point used to be before it broke off, I then could tap in a dowel pin tight enough to support the pivoting action needed for the timing belt pulley tensioner ?

if I were putting another pin in I would use red loctite on it so it won't move you may have to wait a couple of hours for it to cure make sure the hole isn't oblong as well which is easy to do with a hand drill

Yes you are correct if you can get a drill in there remove the part and work on it from there.

You could try a shorter drill bit
