When adjusting the timing tension does it matter if you line that tang up? someone said just get the tensioner where it's against the belt and that should be good.

the tensioner should be adjusted to keep pressure on the timing belt, this is an art because if the belt is to tight it will whine when the engine is started, to loose and the belt will fail. I like to over tension the belt to give it a good stretch (engine not running) then loosen the belt and allow the spring in the tension do its job. The belt should twist about 1/4 when correct. Can you please shoot a quick video with your phone so we can see what's going on? that would be great. You can upload it here with your response.
