I need to know with way the dowel on the cam is pointed in the notch in the sprocket.

I can see in one of the images the sprocket has a number 4 do the rest have numbers as well? If so, you can see the numbers in the diagrams I provided. Here is another diagram, zoom in you can see the dowels.

This is the #3 camshaft pulley does the dial pin go where the arrow is pointing?

Correct, and you will use the #3 timing mark as well, they used one sprocket of two positions, 3 and 4.
