Throttle body air idle control motor wires?

The wiring coming from the ECU to the air idle control motor there's two wires that are insulated it's blue with a red stripe in between them is a wire metal whatever it is wrapped between them insulating the wires I don't know, but it seems to be power to it. do I need that wire hooked up anything or is it supposed to be just in there? kind of confused, please help.

So, the wires are shielded to keep other electrical fields in the area to not bleed over to the idle air control sensor wires which can infect the circuit readings. The shield is grounded through the PCM, here are the wiring diagrams for the throttle and idle controls and the PCM so you can see how the system works. What kind of problem are you having? Idling to high or stalling at idle? This is a common problem, here is a video to help you:
