Transmission will not shift into third gear

The car wont shift into third gear. We took it to a shop and he said we need our transmission rebuilt. I am looking for a second opinion.

we really cannot give a good diagnosis on this. best bet is to go to another transmission shop and see what they say. However, with miles on car he is very possibly correct.
