temperature gauge always on C

The temperature gauge on my car is always on C it never goes up and the radiator fan stays on full blast at all times whether parked or driving. As soon as I started having this problem the A/C stopped working as well. It just blows out warm air. If you have any suggestions on what it might be I would really appreciate it.

check resistance of engine coolant temperature sensor and fan relay. if it continues scan for codes. the sensor will have a lot of resistance cold and as it warms will be come less. See picture.
