what would cause the temperature to rise up to 220? If it is time to change the oil, would that be a factor?

A stuck thermostat or low coolant. First check to see if you have sufficient coolant in the radiator and reservoir, but do not open the radiator when the vehicle is hot. Wait for it to cool down or the coolant with blow out and possibly burn you very bad. Also check that the cooling fans are coming on.

No, the oil has nothing to do with that.

220 degrees is totally normal for that car if it is stopped or in traffic. The fan is programmed to intentionally do that.
