TBI injector connection?

I have only 1 injector squirting when engine runs. Both injectors work as I swapped the connectors, and the problem persists with the one connector. With engine off and key on, I am only receiving 7v from the non-working working connection.

I would check the wiring condition and the fuses and if they are okay replace the PCM. Here is a guide to help and I have included the engine wiring diagrams so you can see how the system works and which wires to test.
