Taillight not working, brake lights and turn signal do work?

I have had issues with my car for about three or months now. I tried to change the bulb and that didn't work. Then my car stopped staying charged. I took it to a mechanic who told me it was charging to 15v instead of 12. However, he didn't fix anything, and the car broke down on me again. I recently bought new taillights for both sides and my passenger side taillight doesn't work. However, the brake lights and turn signal work fine. Please help.

There is a front ECU that sounds like it is bad, but to be sure you can get a CAN scanner from Amazon for about $30.00. here is a video to show you how:

I would check all fuses first though #20 #21 in the under-hood fuse panel here is a guide and the taillight wiring diagrams so you can see how the system works. Check out the diagrams (below). Please let us know what happens.
