Tachometer not working

Bought the car and the tachometer didn't work. Last owner said it didn't work while he had it. Could it be a blown fuse causing this or something a little more serious?

The tachometer receives a signal from the power-train control module. The signal is sent to the instrument cluster. If it is a fuse, I suspect there would be other items in the cluster not working. However, I attached a pic below showing a portion of the wiring schematic. I circled fuses you can check to make sure that isn't an issue.
