1998 Suzuki uneven brake pad wear

Driver side front disc brake

The inside pad shows normal wear on top half of pad
and almost no wear on the bottom half.
The strange thing is the outside pad shows even wear both top and bottom.
Do I replace the caliper or the bracket or add a shim
or bleed the line ?
