while in drive engine revs up, while stopped with foot on brake engine revs high. while in park no issues with idle.

Good morning,
This sounds like a throttle body issue not regulating the idle as it was designed to do.

You can try cleaning the throttle body to see if it helps but if not, then it will have to be replaced. I attached the instructions for you below.
