2000 Subaru Outback Transmission slow to engage

When I back up, then engage into drive, the transmission will not engage until around 1500 rpms. Started at 69k, I changed fluid and filter, improved. Has reappeared...No slipping, grinding during drive. Has just started not being able to hold on a hill...

it might be picking up sedament in the transmission, try having the system flushed. When you changed the fluid and filter did it have a burnt smell?
