How dificult and costly is replacing an engine? Is it even feasible to put a WRX engine in my 2000 outback?

The engines are close to being the same. It will take a while to replace the engine. Is it worth it? That you have to think about. Check around and see what they would charge to swap the engines. Some places are cheaper so also look at there reputation on working on Subaru's
