1998 Subaru Outback Check Engine Code

The check engine light is on and the code is P1441. I believe that means, "Fuel Tank Pressure Control System High Input," but I don't know what that means. Is it an easy fix?
2nd Question: The car squeal when it starts in the morning. The squeal changes/stops when the wheel is turned. It also squeals when the A/C or defrost are first turned on. I have put belt dressing on the belts and it didn' help. What should I do?

since the squealing noise changes when turning the wheels it is likely that the noise is coming from the power steering pump. check the PS fluid level, if it is normal level than the pump itself may be going out. as for the engine code, follow the steps below to diagnose it.
