when I first start the car and the engine is cold, it starts but, acts like the fuel gets cut off and on until it has warmed up

Test the coolant temperature sensor this sensor tells the computer to enrich the fuel during cold starts and also check the idle air control solenoid valve and throttle position and mass airflow sensors.
