Suspension problem

i just bought this car. upon my inspection i noticed a problem. upon severe shaking of the left rear tire i could detect a slight amount of looseness. the strut seemed to be rubbing at some point. up and down motion, causing an unpleasant noise while driving. i have inspected both sides with car jacked up and could find no defect. the parking brake has signs of not releasing. the car has been exposed to a salt enviroment. but not severe.
