timing?

My son is driving subaru forester (1999) (about 10000 miles on car) with a new used engine- (replaced 12/06 about 60000 miles on engine) In August this happened- the engine repair people said that the timing belt was stretched- and fixed it no charge . It has started the same symptoms- revving and shaking while idling. Is this an urgent problem? Why did it happen? How can we prevent its recurrence?

It sounds more like a vacuum leak, get a can of spray gumout, spray around the intake manifold and vac hoses, when the idle changes, you found a leak...Don't forget the intake plenum, the plastic tunnell between the filter and the throttle body! If they crack, you will get these symtoms! Then if all checks OK unplg the MAF and see if it improves. If it does, change it! The other thing is the Idle air controller, bolted to the throttle body!
