1993 Other Subaru Models Is it necessary to change a new cat

There is some noise in my car when parking and starting the engine.We sent it to repair the noise problem.The repairer changed a new catalytic converter for my car.But the noise is still there.I want to know whether it is necessary to change a new catalytic converter to reduce a noise problem for my car.
