1991 Subaru Loyale Fuel Pump

I believe that there is a problem with my fuel pump, that gas is not going to the motor. What are my options on narrowing down my problem to be more specific.
When I turn the car on it clicks and then nothing. Any suggestions.

1st look for a fuel pump fuse-when you turn key On you should hear the pump for a few secs-no noise might mean no power or the pump is dead.
