1986 Other Subaru Models No power or acceleration

Hello there,
I have an 86 Subaru Wagon 4wd, 5spd., 2bbl carb. feedback Hitachi DZP 328-503A, I am having trouble with acceleration, anything over 3k rpm makes it stumble, like it has a governor on it, or like the timing is getting retarded, etc. I just put a newly rebuilt carburator, new se of timing belts, resealed oil pump, cam seals, crank seal, water pump, new timing cover gaskets, new timing rollers, springs, etc. Tokk the dity out cleaned it thoroughly. Replaced spark plugs, disty cap, rotor, messed with carb settings, to no avail. I set the timing a little advancesd, and it seems to be running a little better, although not enough to drive down the road. It will go to redline while in neutral, no problems, as soon as a load get s put on it though, and it get s floored, it cuts out like I said. I'm thinking the only things that it could be are; either it jumped timing, needs a fuel filter/pump, or one of those feedback duty devices went bad, it says to take it to a repair shop, but what can they do that I can't? They don't make the tools needed to scan the system anymore; 1986. How do i check this out all the way? Any help is appreciated. The throttle was sticking around 1500 rpm too, could it be the carb float, or the secondary needle? I'm lost as I've replaced all I though was involved in acceration. help!

Hi:
I would recheck the timing. also, make sure there are no vacuum leaks and check the fuel pump pressure / volume.

Let me know what you find.
