1998 Subaru Legacy -Unlock Button on door works intermittent

When i press the UNLOCK button on either the passenger or driver door it only unlocks the doors some of the time. With every push of the button i can hear the Door Lock Timer (under the dash) click but most of the time the doors don't actually unlock. The LOCK button works every time. I went to a junkyard and replaced the Door Lock Timer but it didn't change anything. Of course I can always use the key to unlock the doors manually, it's just the automatic UNLOCK button that is having problems.

Also, lately the ignition/key sometimes will not turn all the way to the OFF position and therefore sometimes I'm unable to remove the key from the ignition after shutting off the engine. It also sounds like the open door beeping noise is slurred/sick.

I don't know if the symptoms are related but I know that the door lock problem does not go well with the key being stuck in the ignition. Please advise.

EDIT: It should also be noted that the UNLOCK problem is not as bad (but still intermittent) when the car is running. For example it may actually unlock the doors 1 out of 10 times while running, when it may be more like 1 out of 20 times if the car is not running. This made me wonder if it had something to do with voltage so I had the battery tested at AutoZone and they said it seemed to be healthy.
