1996 Subaru Legacy running lights stay on

I just came on here today to see if there were any answers to this as well.
I have a 1998 and mine just started staying on as well. I disconnected the battery last night to keep if from draining it, when I hooked it back up they started blinking like my hazards were stuck on. When my headlights are fully on, they don't blink, but make the ticking noise inside the car.
