1994 Subaru Impreza does not pick ones

the engine and wiring harness was replace from 1.6L turbo to 2.0L turbo, the engine delays in picking power when accelarate ones from iddling to full opening,if accelarate slowly it lowers and than picks , what could be the problamme ?
