1998 Subaru Forester Hard start

My car will either not start or is hard to start when it has been sitting in the rain. I had the spark plugs and wires changed last January. There is no distributor cap on the car. Any ideas?

CHEAP WAY OUT CHECK COILS IF THEIR GOOD TRY FUEL FILTER AND CHECK IF FUEL PUMP IS AT RIGHT PRESSURE SEE IF THA WORKS
