Stuck oil filter

Trying to remove plastic oil filter encasement. Dealer seems to have really torqued it on. This case is plastic so do not want to crack it. Do not have a overhead list. What is best safest way to remove this? Tried with breaker bar etc., cannot really get a power tool to it. Hope you can help.

There is a special tool that you use to grab the flutes on the cover to loosen/tighten it and prevent it from breaking. It is a cap style wrench. You use it to break the cover free, turn it out four turns and then line up the ribs on the cover vertically, that lines up a groove so you can drain the oil out of the plastic cap.
There is a kit you can get to use a conventional spin on filter as well but I believe they cost much more than the cartridge does.
The better version of the wrench is a MotivX Tools item. MX2321 Runs about $23.00 after shipping.
