Customer had a transmission solenoid code that caused the check engine light to come on and not shifting right but worked. I changed the solenoid pack, and it won't shift at all. The rebuilding of solenoids is saying it needs a strategy code programed which I download Forscan but PCM won't let me do it. All the research leads me to believe it should work without doing the strategy codes but not working at all seems like it's something else.
